It all comes down to your personal choice. If you want to live in a more developed area and over all a better location than Phase 8 air avenue is better, if you are looking for a lesser price but ready to compromise on location and go further than phase 7 is ok as well.

Whatever the case is Phase 7 is better developed than air avenue but it will take a decade or more for it to be more lively and habitable.
