Sir, just wondering if you have any knowlegde of legal position of a purchase Files for lan, in Pakistan. Just law of law of land protect its citizen where supplier / seller does not meet the given promises and fail to refund or there is no such protection for such deals. Do we have any forum where we can complain if business has broken the law or acted unfairly, such as Trading Standards in the west.

Trading Standards normally use the information you give them to investigate unfair trading and illegal business activity, like rogue traders and scams.
